The way for Swarna Andhra @2047 in two years: Key role of APSDPS in data-driven development and effective governance – From 175 constituencies to 28 districts: Data-driven plan for comprehensive development

In a strong effort to translate long-term development promises into reality, the Andhra Pradesh government has transformed the Andhra Pradesh State Development Planning Commission (APSDPS) into the main operational hub for its ambitious ‘Swarna Andhra @2047’ roadmap in just two years.

Guided by the Chief Minister’s ten principles, the state has set a target of a $2.4 trillion economy, a per capita income of Rs. 55 lakh, and a sustained annual growth of 15 percent or more by 2047. APSDPS, which operates through four key departments under the Planning Department – Capacity Building, Economic and Policy Research, Information Technology, and the State Institution for Transformation (SIT) under NITI Aayog – is translating policy frameworks into day-to-day administration.

In partnership with IIM Ahmedabad and the Capacity Building Commission, AP has achieved a major milestone in administrative reforms through the ‘iGOT Karmayogi’ programme launched under the Knowledge Society and Capacity Building Policy 2025. Covering over 8.2 lakh government employees through organised district monitoring and real-time dashboards, Andhra Pradesh has secured the 2nd rank at the national level with over 1.52 crore course completions out of 1.85 crore enrolments.

The School Education Department topped the list with 58.09 lakh completions, followed by Panchayat Raj with 14.10 lakh, Police with 13.27 lakh, Municipal Administration with 10.63 lakh, and Public Transport with 4.38 lakh. The high completion rates in the operational and behavioral modules like Code of Conduct, Heart in Governance, and Mission Life reflect a fundamental cultural shift towards accountable, citizen-centric public service.

To institutionalize excellence in governance, the government is setting up the Global Institute for Good Governance (GIGG) in Amaravati, a benchmark for leading global institutions like the Harvard Kennedy School, the Oxford Blavatnik School, and the Lee Kuan Yew School of Public Policy. The Andhra Governance Innovation Lab (AGIL) will be set up in this institution to drive practical policy experiments and data-driven solutions.

The launch of Constituency Vision Action Plan Units (CVAPUs) in all 175 Assembly constituencies has brought about radical changes in field implementation. In these nine-member units headed by local MLAs, Constituency Special Officers and MPDOs, 175 trained young professionals are monitoring over 600 development indicators on live dashboards.

For the first time in the state, dedicated MLA constituency offices are now operational. These are directly monitoring village adoption under the P4 Zero Poverty programme, identifying golden families, and resolving local issues through the PGRS portal.

The Chief Minister will review all 28 districts simultaneously by integrating financial KPIs from the Swarna Andhra portal, citizen feedback on 45 public campaign programmes through RTGS, and remedial capacity from PGRS. Field-level hurdles raised by Collectors and MLAs will be tracked through a centralised review tracker.

The state’s policy agenda also includes far-sighted social and economic strategies. At a high-level conference in Tirupati, NITI Aayog, NCAER, and KPMG formulated strategies to achieve the visionary goal of Rs. 308 lakh crore.

Through data-driven monitoring, institutional capacity building, and accountability at every level, the coalition government is demonstrating that Swarna Andhra @2047 is not just a visionary statement, but a practical, measurable reality that is delivering tangible change for the people of Andhra Pradesh.
