Land resurvey to be completed by 2027 and Pattadar passbooks with official state emblem to be issued to farmers – Coalition government committed to maintaining law and order – Chief Minister Chandrababu Naidu in Kaikaluru Sabha

Chief Minister N Chandrababu Naidu said that the land resurvey process will be completed by 2027 and the pattadar passbooks with the official state emblem will be issued to farmers and landowners. He said that the Revenue Records Reforms 2026 was introduced with the aim of cleaning and streamlining the land records system and that the coalition government is working with solving revenue-related problems as its sole agenda.
The Chief Minister, who participated in the ‘Mee Bhoomi-Mee Haqq’ pattadar passbook distribution program in Kalidindi, Kaikaluru Assembly constituency today, issued a pattadar passbook with the state emblem to Nallajarla Durga Bhavan.
The double engine government at the Centre and the state is driving development at a bullet speed, he said, and has resolved the issue of lands allotted to ex-servicemen of World War II under Section 22-A and issued pattas to them. He said that the revenue records were damaged due to the destruction created by the previous government between 2019 and 2024. With the digital inclusion under Section 22-A, lands and properties belonging to the people are leading to disputes. When the coalition government came to power in 2024, a large number of complaints related to land issues started coming in.
The Chief Minister said that like the security features used in currency, the state government is also incorporating robust security features in the pattadar passbooks. Blockchain technology has been used to prevent tampering with property details. QR codes and other technology-based security features have also been incorporated. So far, 32.22 lakh pattadar passbooks have been handed over to farmers and land owners. In the next seven months, we will complete the re-survey in 9,365 villages and issue 68.64 lakh pattadar passbooks.
The Chief Minister said that land issues related to about 41,000 acres have been resolved so far, benefiting over 1.27 lakh farmers, industries and people. He said that 1.36 lakh acres of land have been freed from freehold restrictions. The government has taken up digitization of old land records including I-B, Adangal, DKT, ARC, Inam and ceiling records. All the related documents will be made available online. So far, about nine lakh people have been provided with auto-mutation facility. The re-survey is being conducted in the presence of farmers. After obtaining e-KYC, gram sabhas are being held and pattadar passbooks with the state emblem are being printed and distributed to ensure complete transparency in the distribution of passbooks.
The Chief Minister has sanctioned Rs. 36 crore to Kaikalur to solve the drinking water problem in the Kolleru area.
The Chief Minister said that the government is providing subsidized power at the rate of Rs. 1.50 per unit to the aquaculture sector irrespective of the zone. However, this has put an additional burden of Rs. 1,150 crore on the government. This subsidized power will now benefit 12,500 farmers in non-aquaculture zones as well.
The Chief Minister severely criticized the opposition, accusing them of conspiring and creating unrest in the state.
The Chief Minister said that the government has provided a subsidy of Rs. 10 per kg of tobacco and has also talked to the Centre to facilitate loans of Rs. 50,000 per barn.
Stating that the coalition government is focused on maintaining law and order, the Chief Minister made it clear that no one, even those from the ruling party, will be spared if they violate the rules. A TDP leader was suspended for misbehaving with a woman in Guntur. A case has been registered and an investigation is underway. The Chief Minister made it clear that those who cause inconvenience to the people will not be spared.
Later, the Chief Minister distributed tractors to farmers and visited the stalls set up in the assembly premises.
