Singing a permanent end to the serious difficulties faced by thousands of farmers whose lands of common land owners are stuck in the 22A prohibited list due to the irregularities of the previous government, the state Revenue, Registrations and Stamps Minister Anani Satya Prasad revealed that new orders are being issued simplifying the removal of lands from the prohibited list.
He said that the coalition government is implementing simplified policies with the aim of having a transparent system for asset management, which will provide more relief to the poor and common people. He said that these new orders will cancel all the old circulars issued in the past and will put an end to manual entries that lead to illegal changes in land records.
He said that there will be only ‘Webland 2.0’ for agricultural lands. He said that the sole centralized and official database management of prohibited properties will now be with the IG of Registration and Stamps Department. Satya Prasad said that lands assigned earlier as on 18-06-1954, lands purchased legally from temples or waqf boards in auctions subject to Supreme Court orders, village service inams, conditional patta lands, and lands of old unapproved layouts are being completely removed from the 22A prohibited list.
He also said that Gramkantam lands should not be included in 22A under any circumstances. The new orders have stated that if the lands purchased in APSFC auctions are in 22A, they should be removed.
Minister Satya Prasad clarified that the government has the authority to put properties exceeding a certain area in the prohibited list, and if it exceeds one acre in a village and one thousand square yards in a town, the state government must take permission. He said that if the courts give orders regarding the land in the prohibited list, the revenue officials will be informed within 5 days. He said that the onus is on the concerned citizens to prove that any land is not patta bhumi but land falling under the government’s jurisdiction, not the government.
He said that the power to add or remove lands in 22A has been limited only to the sub-collector and RDO level officers, and a transparent appeal system has been set up to appeal to the district joint collector and then file a revision petition with the government if there is any objection to their decision.
He said that the previous government conducted the re-survey with a lot of mistakes and that they are still correcting those mistakes. He said that the previous government did not give proper time for the re-survey, but during the coalition government, more than 200 days were allocated for the re-survey and 90 days were allocated for ground truthing. The survey officers stayed in the villages for 100 days and conducted the re-survey.
